 index.cgi goes into whatever dir is served as /fmrl/, the makefile assumes /var/www/fmrl
 this uses a couple cgilib files from this repo:
 git://git.thebackupbox.net/cgilib

 make a .users dir to store users in that is owned by the httpd's user
 so that the index.cgi is able to create files in it.
