Summary: The typical EPO salary is being severely lowered; the Office wants to replace suitably-qualified and experienced staff with a bunch of drones (rubber-stamping patent applications) and years ago it was shown that some EPO salaries (for positions in The Hague) were not even enough to pay rent there (for a single person), so maybe the Office wishes to offer bunk beds at the office/barracks
