You can build a community over any technology, including a toilet.
In my neighborhood in NYC there is an community of people naming their WIFI networks with insults to Trump. They work very hard trying to outdo each other, and it seems to be a fairly active social group.

unix was a 'social network' if we accept that term: it had 'finger' which would show contents of the .project and .plan files. you could also check if that person have read email.
you could also finger user on other server, as well as initiate 'talk' with user on the other server.
but i think internet is the network, network created by social animals, so it is a social network. if your definition of social network necessary demands subscriptions and comments: no problem, rss/atom to subscribe and maybe openid to comment.
@stack sometimes it's better to build the community over a toilet than to try to operate with content through 10 status codes or Titan. An idea is to simply access the directory instead of operating forms with a single stream.

FTP as the social network? multi-user or just anonymous mode multi-format: read/write as you wish encrypted or plain connections, etc
