NOT1MM bug fix.

Fixed a bug in the n1mm UDP xml packet for contact info. The Tx and Rx frequencies were not being reported unless the radio info packet was also set to be sent. The bug was reported by Kim DG9VH.

NOT1MM testing RTTY and FT8 modes.

I've been writing a Linux Ham Radio contest logger for some time now. It's been mostly limited to CW and Phone. I've recently added a WSJT UDP traffic watcher and an XMLRPC poller for fldigi. So we're now able to start testing digital modes. I've added a plugin for the Weekly RTTY Test.
