The Problem with Sid Meyer's Civilization

I was shower-thinking about Greece. Naturally, the phrase "rise and fall" came to mind. Which drifted me away to thinking about Civilization game. I realised that the big problem with Civ is snowballing. There are virtually no consequences in going wide territorially and deep technologically. How to fix it?

Migration and spies

Have spies in the game straight away, so that research of new technologies is not a zero-sum game, which can be copied and sold off to less developed civilizations.

Very taxing territory control

Kind of like happiness in Civ 5 and loyalty pressure in Civ 6, but with way harsher consequences. Go tall, keep population low and focused and lose to military pressure or go wide and fold to fracturing of your territory under different effects.
