The vote of a single person is basically meaningless, effectless, useless. In some countries there is, or has been, in effect a weighted voting system, where some individuals of the population have more voting power (e.g., men's, scholars', &c votes count as more than a single vote). Representative democracy is shitty, but "pure" democracy (i.e., individuals voting directly on everything) is also dumb, because most of the population is dumb, and therefore the population will make the wrong decisions. However, studies suggest that, somehow, the "average" opinion/idea in a give subject is more or less accurate enough -- so decisions are also expected to be more or less good, that is to say, acceptable.
