Old Computer Challenge day 7

Day 7 tried to get an mpv.conf working

I can't figure out how to get an mpv.conf working on windows. I don't know if I am doing it correctly or putting it in the correct location but its not working. But I can't say the config is not working just that its not makign the videos much better. I put mpv to play in 720p. If I put the video in 480p then it plays without becoming unsynced with the audo and its good enough quality. But I still want to see if I got the config correct and if I can get 720p working. I know 7020p local video works.
