You know the people lying in the gutters in seedy parts of town throwing garbage on the ground. In the background,

tents, and the beginnings of shanty towns made from piles of garbage.

Their lives are bad. What can be done?

Maybe build a town for them with a tower block for accomodation. Give them an allowance but only one unit of currency per hour. These people can't manage money.

It would be a digital currency. They could buy from vending machines all over the place. No one could steal or borrow units. It wouldn't be a jail. They would still be able to do the things they like but it would be low level. Each cigarette would cost one unit. A beer would be one unit. They won't eat healthy there's no point trying. They could buy the bad food. So they could have a smoke or a beer or snack. They could gamble too but they would basically break even. The odds would be fifty-fifty.

There would be a public plaza where they could sit, a park, huddled waiting for the next unit to come into existence. But they could earn extra units by cleaning the place up. I think those people are victims of their inability to function. Maybe it could help them to get clean and get focused.
