dimkr said he took it offline for good, unfortunately. However, he's started a new instance at gemini://didkey.000090000.xyz. this is the newest version of tootik which supports nomadic identity - i.e. you can easily migrate between tootik instances.
registration is closed on this one, and i don't know if he's planning on opening it.
Registration is indeed closed but I'm willing to open it for good people I can trust! Let me know if you want an account and I'll try to add a new account approval system.

With the old instance, I could find out help info & other bits without logging in. I would've thought that it would make sense to have that available outside the "Invite-only" wall?
@DdlyH Various crawlers are killing my server by following every link they can find (many requests per second, per IP) - I don't know if it's a DoS attempt or simply a bug in a geminispace search engine crawler, but I'm doing this in my spare time and even paying for this server so I prefer to block everything except the help page
